- Each of the Contracting States shall notify in writing each other, through diplomatic channels, the completion of the procedures required by its law for the bringing into force of this Convention. The Convention shall enter into force on the thirtieth day after the date of the latter of these notifications and shall thereupon have effect:

- a)in the case of the Netherlands:
- (i)in respect of taxes withheld at source, to income derived on or after the first day of January in the calendar year next following the year in which the Convention enters into force; and
- (ii)in respect of other taxes on income and capital, to taxes chargeable for any taxable year or period beginning on or after the first day of January in the calendar year next following the year in which the Convention enters into force;
- b)in the case of Romania:
- (i)in respect of taxes withheld at source, to income derived on or after the first day of January in the calendar year next following the year in which the Convention enters into force; and
- (ii)in respect of other taxes on profits, income and capital, to taxes chargeable for any taxable year or period beginning on or after the first day of January in the calendar year next following the year in which the Convention enters into force.

- The Convention between the Kingdom of the Netherlands and the Socialist Republic of Romania for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital, signed at Bucharest on March 27, 1979, shall terminate upon the entry into force of this Convention. However, the provisions of the first-mentioned Convention shall continue to have effect for taxable years and periods which are expired before the time at which the provisions of this Convention shall be effective.
