- Where difficulties or doubts arise between the Parties regarding the implementation or interpretation of this Agreement, the respective competent authorities shall use their best efforts to resolve the matter by mutual agreement.

- If any difficulty or doubt arising as to the interpretation or application of the Agreement cannot be resolved by the competent authorities of the Parties in a mutual agreement procedure pursuant to paragraph 1 of this Article within a period of two years after the question was raised, the case may, at the request of either party, be submitted for arbitration, but only after fully exhausting the procedure available under paragraph 1 of this Article. The decision of the arbitrator in a particular case shall be binding on both Parties with respect to this case.

- In addition to the agreements referred to in paragraph 1, the competent authorities of the Parties shall, where necessary, within a period of two years after any difficulty or doubt arises mutually agree on the procedures to be used under paragraph 2 of this Article and Articles 4, 5 and 8.
