- Certificates of airworthiness, certificates of competency and licenses issued or validated in accordance with the laws and regulations of one Contracting Party, including, in the case of the European part of the Netherlands, European laws and regulations, and unexpired, shall be recognized as valid by the other Contracting Party for the purpose of operating the Agreed Services on the Specified Routes, provided always that such certificates or licenses were issued or validated, are equal to or above the minimum standards, which are, or may be in future, established under the Convention.

- Each Contracting Party, however, reserves the right to refuse to recognize, for flights above its Territory, certificates of competency and licenses granted to or validated for its own nationals by the other Contracting Party.
